ENVIRONMENTAL IMPACT ASSESSMENT

According to Act No. 100/2001 Coll., on the evaluation of environmental impact, as amended, plans of activities (projects EIA) and concepts of activities (strategic EIA), whose implementation could seriously affect the environment, are subject to environmental impact assessment procedure pursuant to this Act.

In 2011 the Department of the Environment of the Prague City Hall (OOP MHMP), as the competent authority, received 44 notifications requiring preliminary proceedings pursuant to the Act. On the basis of preliminary proceedings in 2011 a total of 7 EIA processes (including processes initiated earlier) were terminated by the conclusion that the project should be further assessed pursuant to the Act and a total of 37 preliminary proceedings resulted in the conclusion that the plans should not be further assessed by law. In this period, three decisions were issued in accordance with § 10 of the Act and all were concurrent. 13 EIA processes were terminated at request of the investor.

Out of the plans being subject to preliminary proceedings the majority was of plans in sense of point 10.6 category II of the Annex No. 1 (warehouse or commercial premises, including shopping centres, parkings, or garages – 30 plans). Classification of project plans being subject to preliminary proceedings according to administrative districts of the Capital City of Prague can be found in the table.

Since the entry into effect of Act No. 100/2001 Coll., i.e. from 1st January 2002 to 31st December 2011, PCH received a total of 804 notifications subject to preliminary proceedings. From 22nd August 2007, i.e. from the effective date of the amendment to an act, which extended impact assessment on the environment as well as on the project plans below the limit values, by 31st December 2011 at PCH a total of 1,517 sub-limit notifications had been submitted with requirements pursuant to Annex 3a, of which 308 notifications were submitted in 2011. From 1st January 2011 to 31st December 2011, for 298 project plans were issued statements that are not subject to preliminary proceedings and for 3 project plans that are subject to preliminary proceedings.

In 2011 the Ministry of the Environment, as the competent authority, received 6 notifications of activities subject to preliminary proceedings concerning the territory of the City of Prague, two activities were terminated in conclusion that they will be assessed in accordance with law, two in conclusion that they will not be further assessed and and three decisions were issued.

In the period monitored, the Regional Authority of the Central Bohemia Region, as the competent authority, did not receive any project plans subject to preliminary proceedings, which might affect the Prague’s territory, nor any assessments were in progress on monitored territory, all were completed in the past years.

INTEGRATED POLLUTION PREVENTION AND CONTROL (IPPC)

The Act No. 76/2002 Coll. on integrated pollution prevention and control, on the Integrated Pollution Register, and amending certain acts (Act on Integrated Pollution Prevention and Control) became effective on 1st January 2003. Integrated permit is a decision establishing conditions of the plant operation including the operation of activities directly related to the plant operation on the location. It is issued instead of statements, opinions, declarations, and approvals issued pursuant to special regulations on environmental protection and public health protection.

On the territory of the City of Prague, since the Act became valid there have been in total 36 legally valid integrated permits and 151 of changes to them issued by the end of 2011. Out of that 3 expired due to operation termination. 33 plants with an issued integrated permit (see map) were registered in Prague by the end of 2011.

ENVIRONMENTAL EDUCATION AND AWARENESS (EEA)

The City of Prague has been active in the field of environmental education and awareness (hereinafter as EEA) in relation to national valid legal regulations and conceptual documents, as well as valid international documents. EEA issues are included into the Programme Declaration of the Council of the Capital City of Prague for 2011 – 2014. The fundamental regional strategic document for EEC field at the regional level is in 2005 approved the Regional Concept of Environmental Education and Awareness (hereinafter as RC EEA) on the territory of the capital City of Prague for years 2005 – 2015. This concept is followed by the Action Plan of RC EEA for each year or longer period (in 2011 was valid the Action Plan of RC EEA of the Region of the Capital City of Prague for the year 2011). The pillars of the EEA in Prague are schools and educational institutions and nonprofit organizations, among which most notably environmental education centres (EEC). The Implementation of environmental education in schools is based on general educational programmes and other relevant documents and methodologies at all levels of the education system. Nowadays there is great attention focusing on this area and some of the Prague schools thus become themselves centres of education for sustainable development and begin to operate in the field of lifelong learning.


ENVIRONMENTAL EDUCATION CENTRES (EEC), ECO-CENTRES AND OTHER NON-GOVERNMENT ORGANISATIONS (NGOS):

Prague has long been systematically supporting environmental education centres (EEC) and eco-centres operating in Prague. Two of them use the statute of environmental education centres of the Capital City of Prague – EEC Toulcův dvůr and EEC of Prague Forests. The members of the national association „Association of Environmental Education Centres“ (hereinafter as AEEC) Pavučina were in 2011 Association TEREZA, Eco-centre Koniklec, Eco-centre Podhoubí, EEC Toulcův dvůr (ZČ Movement Brontosaurus Botič) and Civic Association Eco-home.

A significant part of Prague‘s elementary and secondary schools is involved in long-term programmes and projects (international or national) focused on EEA realized by NGOs (project M.R.K.E.V. AEEC Pavučina / 22 schools /, programmes GLOBE / 24 schools / and ECO-SCHOOL / 27 schools / - Association TEREZA, project On Tour After NATURE - APUS, o.s., etc.).

There are various networks of trainers in the EEA field for the purpose of further education of trainers and sharing current information, methodology of education, etc. For kindergarten teachers it is for example Mrkvička network, for primary and secondary school teachers it is network M.R.K.E.V., while within the club of environmental education it is Regional group of EEA coordinators for Prague. The organizations also offer, in terms of professional training for teachers, intense specialized courses for school EEA coordinators which comprehensively prepare participants for this area of education at schools.

In 2011 the issue of the EEA was in the operation of the Department of Environmental Protection (DEP) and the Department of Education, Youth and Sports (DEYS) within the scope of The Prague City Hall (PCH). The campaign of the Capital City of Prague for Earth Days (20 districts involved), project of training pedagogues (22 graduates) and project of environmental educational programmes for schools (1,250 implemented programmes), further organizing excursions for 95 schools in Prague and a range of sub-activities in the area of preparation of information materials about Prague nature were all in all DEP fundamental projects. Nature trails, seminars, and other activities in the EEA area have also been pursued by other organizations of the city, such as Botanic Gardens of Prague, Prague Zoological Garden, Observatory and Planetarium of the City of Prague, Children and Youth of the City of Prague, etc.


THE EEA FUNDING IN PRAGUE:

Funding from the Prague ́s budget includes partly resources designated for the implementation of the Action Plan for Environmental Education and Awareness in Prague for the particular year, further part of the financial resources received within grants to support projects for improving the environment in the Capital City of Prague, City-wide programmes to support education on the Prague territory (agenda is organized by DEYS of PCH), as well as City-wide programmes to support the exploitation of free time of children and youth on the Prague territory.

Some of the projects in the EEA area realized on the Capital territory were financed or co-financed also from other sources (grant programmes of individual city districts, tenders of the Ministry of the Environment to support projects submitted by civic associations and charitable companies, grant programmes of foundations, financial donations of companies and individuals, etc.).

LOCAL AGENDA 21

Local Agenda 21 and local Action 21 (LA 21) are voluntary programmes and projects for sustainable development of particular municipalities, cities, and regions. They are designed to start sustainable development, improve the quality of life and practical environmental protection.They are based on collaboration of the rdest possible interest groups – citizens, public administration, profit and non-profit organisations. Local Agenda 21 meets at a local scale so-called Agenda 21, which is the global programme for sustainable development and was adopted at the World Summit of the Environment and Development in 1992 in Rio de Janeiro, Brazil.

The Czech Republic coordinator for these issues is the workplace for local Agenda 21 CENIA, the Czech Environmental Information Agency. This agency among others manages a database of subjects implementing LA 21, which includes municipalities, cities, micro-regions, regions, non-governmental organizations and companies (http://www.ma21.cz).

There is no LA 21 process in progress at present and within the whole City level. In 2011, a total of 16 districts were registered in the database for the Local Agenda 21 administered by CENIA (http://ma21.cenia.cz) in classification according to the methodology of Working Group for the LA 21 in the Czech Republic. In category B was registered Prague – Libuš, in category C city districts Prague - Běchovice, Prague - Dolní Počernice, Prague 14, Prague 18, Prague 7, in category D city districts Prague - Kunratice, Prague - Nebušice, Prague - Slivenec, Prague - Troja, Prague 12, Prague 13 and Prague 20 and in category Applicants the other three (Prague - Petrovice, Prague 19 and Prague 21). Each of these categories has measurable indicators to assess the level of the LA21 process in the particular municipality (There were not registered any city districts of the Capital City of Prague in category A in 2011).

INTERNATIONAL COOPERATION

The City of Prague has been making long-term efforts to reinforce its important position at the European, as well as, global scene and for deeper international cooperation. The City of Prague develops active relations with partner cities, has been involved in active manner in activities of international organisations and associations of self-governments, contributes to experience exchange and implementation of international projects, strives for prestigious awards, and implements numerous other activities. One area of international cooperation is also environmental issues. International cooperation is carried out both at the political level (e.g., through the participation of representatives of the Capital City of Prague in the Committee of the Regions) and at the level of administration and professional organizations of the city. The organisation of EUROCITIES and its Forum for environment is an important platform for experience exchange in the environmental field. The cooperation of Prague in 2011 was provided by the Department of Environmental Protection of the Prague City Hall (Note: since May 2012 by the Department of the Environment of the Prague City Hall in concurrence with the Department of Development of Public Space of the Prague City Hall).



SELECTED INTERNATIONAL PROJECTS WITH PRAGUE’S PARTICIPATION IN 2010

Project CITE AIR II (2008 – 2011), Common information about air quality in European cities and regions was approved by the Interregional Cooperation Programme INTERREG C VI as a continuation of the successful project CITEAIR. The aim of the project was to strenghten the cooperation of European cities and regions in the implementation of European legislation in the field of air quality and effective steps to improve the air condition in European cities and regions (www.airqualitynow.eu).

PASOBLE (2010 - 2013)– Introduction of localized information about air quality by integrating observation and modeling; financed from the 7th Framework Programme. The project allows to share reces of knowledge and experience between the scientific and professional community and create sub-programmes for connection of remote transfers of pollution in the air quality model in Prague, which will allow to better specify the sources of air pollution and improve the outcomes of the air quality model in Prague.

TRANSPHORM (2010 - 2014)– Integrated methodology for the assessment of air pollution by particulate matter emissions from transport and its impact on human health. The project allows to share pieces of knowledge and experience between the scientific and professional community and create better quality model for air quality assessment in Prague (www.transphorm.eu).

UHI - URBAN HEAT ISLAND (2011 – 2014) - Development and application of urban strategies and measures for adaptation and reducing the incidence and impact of extremely high temperatures in the centres of metropolitan cities, so-called „urban heat islands“.

The project is funded by the European Regional Development Fund under the Operational Programme Central Europe Transnational Cooperation - Environment. The aim is evaluation and modeling of increasingly frequent occurrence of extreme high temperatures in the conglomeration of Prague, which increase towards the city centre, creating the so-called urban heat island. The part of the project will evaluate urban solutions to mitigate the impact of extreme temperatures and air pollution.


INFORMATION SYSTEMS


PRAGUE ENVIRONMENTAL INFORMATION SYSTEM (IOŽIP)

The Prague Environmental Information System (IOŽIP) has been collecting and processing data on selected environmental components on the territory of the City of Prague and it is designed on the basis of a scheme involving activities of gathering data, data processing and creation and delivery of outputs. Since 2008 it is run jointly by the City Development Authority, Department of Informatics of the Prague City Hall, and the Department of Environmental Protection of the Prague City Hall. The major outputs generated within the system IOŽIP were in 2011 this yearbook, as well as CD / DVD, leaflet (mini-yearbook) and a series of different web applications (ENVIS, PREMIS, Atlas of the Environment, etc.).

In 2009 a new concept of further development of the system was processed and approved. The Concept proposes among others a creation of a new portal about the environment in Prague, which would be based on new technologies, management and sharing data and especially on the integration of so-far independent applications. The implementation of the portal was not introduced during 2011, but there were implemented sub-system activities of IOŽIP – preparation of the yearbook, Department of City Development was continuing to prepare the Map Portal of Environment (a part of the Map Portal of the City of Prague) as the successor to the Atlas of the Environment and a detailed proposal of the content and structure of the Portal of Environment in the Capital City of Prague was prepared, serving as the basis for the realization of the Portal itself.

Note to 5/2013: at the end of 2012, preparatory work began to convert existing website ENVIS to the new Portal of Environment in the Capital City of Prague.

INFORMATION SYSTEM OF THE TERRITORY OF THE CAPITAL CITY OF PRAGUE (ISU)

The Information System of the Territory (ISU) is implemented and administered by the City Development Authority of the Capital City of Prague (http://www.urm.cz) is continuously created system of data, applications, and services dedicated to the administration, sharing, and publishing of data and information describing respective components of the territory of the City of Prague. Therefore the ISU deals with environmental issues as well.

The Information System on the Territory is not, in terms of technology, uniform application system but it comprises of numerous partial subsystems among which there are close content, data, as well as technology links and relations. The ISU components are: 1. Data, 2. Systems for data and information administration and processing, 3. Applications for data and information sharing and presentation.

ISU data and instruments are used, among others, within the creation of Territorially analytical materials of City of Prague and other documents in the area of territorial and strategic planning, as well as for the creation of specific information outputs (map services).
